I understand that veterans who have more than a 30% Service Connected Disability rating can receive non-competative appointments to federal civil service jobs. Is there anyone who would be willing to talk to me about how I can pursue getting one of those appointments (other than applying blindly on USA Jobs)? I am most interested in working at State, Defense or Treasury but am open to others.

Beside setting up an account in USA JOBS. Some of the questions will be related to being a veteran. The application process on each vacancy will place veteran (disable or non-disable) in a high qualification therefor placing your rating ahead of others.
You can contact the the specific HQs agency that you would like to be hired, and speak with the Human Resource Office, Selective Placement Program Coordinator. They will provide with the processing and the necessary forms to apply with.
The other alternative, is to contact Department of Labor Human Resource Office and they will coordinate with you with point of contact for each HQs agency.

From my experience you need to have your documentation in order and make sure you note your disability status when applying for a job on USAjobs. Also, there are some jobs (under the new Presidential initiative) that are open only to vets with 30% disability. You have to look at the criteria under who may apply.
