Erick - Since you're planning to start a social services agency instead of a for-profit organization, I highly recommend you start by either learning how to write grant proposals or plan to hire a grant writer. Essentially, government agencies and philanthropists will provide the money you need for your agency as long as it fits under their umbrella of causes they want to support.
There are plenty of books on how to write grants at local libraries. A good resource for you will be the Foundation Center: https://foundationcenter.org/. Good suggestion by Rob...I was drafting the same comment - SCORE is an excellent resource. I used them about 10 years ago to help me write a business plan. They are typically comprised of retired, successful business people who will mentor you. They have locations throughout the country, including Chicago.
