How to start a pilot program with the USDA?

Our interest is in, finding information that would help us further develop an idea we have for the National School Lunch Program (NSLP). Since we have never done this before and have no experience negotiating, we need help to start a pilot program. We believe if our idea is something parents, students, and the United States Department Of Agriculture (USDA) would be interested in pursuing results of the study would proof positive that our program can provide positive change. Hopefully this would encourage the USDA to implement our program. Can anyone help?

You may want to connect up with Jamie Oliver's Food Revolution. They have good info on their web site on how to create a pilot program with individual schools/ districts. For the most part, that is likely what you'll have to do (very little is done nationally, when it comes to schools).
