Government RFP School Districts/Small Towns

I've had a web based business doing custom database driven websites for quite some time. I've even had one customer for over 18 years.

I would like to venture into government contracts to bid for small school districts and small towns. However, I have no idea how to compete for this business.

Does anyone here, maybe someone as an IT Manager for a Small Town or School District, toss me a bone? Sorry, my country roots showing through - help me out with some advice?
