I am beginning to look at preparing proposals and funding requests for a business. What sources are good places to start?

Hi David, these are just some ideas you may or may not have already considered.
When it comes to locating financing, nothing beats a grant. Money is provided to you, free of charge, that you can put toward your startup. Understandably, locating and landing these grants is extremely difficult, but you’ll definitely never land a grant if you don’t try.
http://www.federalgrants.com/ aggregates federal grants in a variety of categories to see if one might apply to your business idea.
http://www.sba.gov/content/small-business-development-centers-sbdcs has some good information
http://gust.com/ claims to "connect startups with the largest collection of investors across the world."
And Crowd Funding can work, you might want to look at https://www.kickstarter.com/ and http://www.indiegogo.com/
Best of Luck to you sir, thank you for your service!
