I have applied for some jobs, but I have challenges getting to speak to anyone in HR. I have tried reaching out through Linked, phone calls, emails and rarely can speak to someone. If I don't meet the standard, I would like to gain a better understanding on why? Is it a resume issue, or something else.

I would suggest that you try to network with someone at the target company other than HR people. If a current employee would be willing to submit you as a referral or if they would ask HR for a status on you, they would likely get a response of some sort from the HR department. Hello Liston, Just to set the stage on my background, I have been a career coach since 2006 working in a variety of capacities; director career services for a career college; TAP Facilitator; and Career Coach and Consultant for a professional career management agency and just recently I have taken a new position as a Senior Career Management Consultant.
Gene is so very right - if you have a targeted company use LinkedIn to connect with the hiring manager asking for an informational interview: some will, some won't, so what then move onto the next targeted company - I would have about 30 - 40 targeted companies. The HR department is notoriously hard to penetrate. They seem to hide behind a process rather than engaging people directly in a proactive manner. I had the VP of HR of a local company advise that the best way to apply for a job at his company was to have an employee bring their resume directly to him. That still doesn't guarantee that you will get a call back.
