I have successfully used the principles I learned working for Naval Reactors, to train non-nuclear personnel to improve quality and safety. What I need help with is getting access to decision makers to make my pitch.
Every time I have made my pitch, I have been hired. I know I’m sitting on a great idea!

Good Morning, 1st do you have a LinkedIn profile. If so create a list of the top 30 - 40 companies that you desire with whom to do business. A great resource is the Book of List from the local business journal. Then research those companies for the decision makers that would be able to hire you - I deal with micro to small business (under $100 million) so I deal with the C-suite. If you are the same then COO or VP of Ops. LinkedIn is a great way to network and introduce yourself for an "Informational Interview." Since you are a veteran and if you have not used your one free premium subscription you can use that. This has been very productive for me.
