After my current tour is finished, I am interested in joining a construction firm in Texas doing commercial and industrial buildings, heavy construction, such as refineries, industrial plants, manufacturing facilities, power plants, or similar major projects. Having a civil engineering degree and pursuing an advanced degree in construction management, I am interested in the technical and management functions of complex projects.

I would start by making a list of 10-15 companies in the industry that have offices in TX; Exxon, Mammoet, ATT, KBR, Halliburton, Quanta Services, Aggreko, Bechtel, Turner Construction, Balfour Beatty, to name a few.
Next, start researching on their website what vacancies they have, and which vacancies you're qualified for. Target 3-5 positions, submit applications, and make connections with recruiters or hiring managers on LinkedIn. Those companies may even have a ex-military recruiter to connect with.
Your first assignment won't be the $500MM project, but with a military background, you can appreciate putting your time in, and progressively getting more responsibility with successful smaller projects completed on time and budget.
