Was wondering if anyone else has heard or actually done this yet. Since the bill was passed July 2015 I haven't heard much about it.

If you have a THRIFT plan, there are some companies that can help you with leveraging those funds to help fund a business. Guidant Financial is one and the site is: https://www.guidantfinancial.com/new-partner/global-franchise-consultants/
They can also help you with pre-qualifying for a SBA loan or explore other funding options that may be available.

The SBA is a great source for starting a business. What is important is finding exactly what you want to do and use your energy in that direction.
