For the last five years, I've specialized in technical and operational management as a Naval Officer. Now I am seeking to expand my skills into civilian management opportunities in the Houston, TX area beginning in May/June 2016. I grew up in East Texas and attended Texas A&M University; however, I have few contacts in the Houston area. Would anybody be willing to point me to someone that I can talk with about employment opportunities or general networking mentorship for this type of role?

I live in Houston - the market is awful right now, but you have some runway, which is GOOD. Good for you for building your network NOW instead of waiting until you need a role.
GE, where I work, has a formal veteran program, so if you wish to connect with me, feel free to do so. While I am not an Ops professional, I have worked adjacent to the field for many years and can introduce you to a few people locally.
As others have suggested, join as many associations, etc. as you can. Also, if you will be in the Houston area, search Meetup for any relevant meetings that may be coming up during your visit.
Finally, don't forget about LinkedIn groups - there are a lot of them, most with varied membership -- you may be able to meet that perfect person without leaving your couch. :)

Waste Management inHouston has great veteran military program and have several openings for their Operation Management Training program. Wes Reel is the veteran hiring program manager
