I would like to find someone locally. I need help in accounting, grant writing, becoming non profit etc. Someone to assist with advertising, networking with public, fundraising, recruiting, teaching...etc.

First, thank you ever so much for your personal and professional sacrifices in the service of the nation. Hope we can return back even the tiniest of fractions.
I do agree with Melvin above regarding SCORE (https://www.score.org/?gclid=CLiwyfW8y8UCFUOUaQod3Y8AkQ) and about establishing your business a little bit. Partnerships can be very helpful or very destructive to a business. Since this is still something that is in the nascent stages, you do not need someone who has the potential of derailing. To say that you have to have complementing strengths and interests would be an understatement.
For starters, if money is not an issue, employ competent people for the things you need help with. If they turn out to be very effective, you could also offer the partnership, now that you have understood their credibility, and the compatibility with your styles, goals and objective.

There is a non-profit called SCORE. It is made up of retired business executives with a full range of experience and expertise. All are there to provide exactly the kind of help you want. Check them out online and then visit your local SCORE office.
The services are free. Don't saddle yourself with a business partner too soon. When you are ready for that, be extremely cautious about who it is because partnerships do not have often have happy endings and partners too often have difficult differences.
