My business partner and myself have been looking into licensing with some of the larger retail brands. We have been looking at specifically Disney (Marvel) and a few others. Are there advisers available or consultants that can help small veteran based business gain licenses?

First, my thanks to you for serving our great country!
I'm an Industrial Designer, practicing for 35 years. For the last few years with Clients such as Disney, Fisher-Price, Hasbro and a few other smaller toy brands. It sounds like you are talking about what is considered a "sub-brand" within the Brand. If you have a product concept, I'd need to learn more about it to offer any usable advice. Without a product, it's tough to license a word, phrase, name, etc. There are lots of ways to go about it, but from your general description, I can't offer specific advice. In any case, I'd recommend identifying your target market by creating a profile ( age, gender, interests, activities, etc.). If not already in process, product concepts need to be created. Typically these are Industrial Design illustrations of possible product concepts. The process of refinement eventually leads to mockups and prototypes that look and work like a real product. To shortcut this process and get everyone aligned, you can create a crude, inexpensive mockup on your kitchen table with readily available materials. A mockup is like a thousand pictures. You'll then need designers, engineers, prototypers, attorneys. Be aware, this ain't quick, cheap or easy, otherwise, everybody would be doing it.
