I am a retired disabled vet that is wanting to start a business in Vapor (e-cig). My wife and I have looked into it and will need around $20,000 to start. Are there any grants available for me to use?

Most banks will provide an equity line of credit.
The equity could be your home, land, business or other.
Talk with your bank's loan officer.
I started my residential rental business using a equity line of credit for the down payment.
Then as the equity in the building increased, I used this equity to purchase more rental buildings.

We have been looking on the net for suppliers and I have talked to a local Vapor shop and one in California. I looked into the VA and from what I can tell they don't have any grants. We are currently trying to get a portfolio together so that way we can present it to whom ever we have to. The gentleman from California that I talked to is a vet that served with my younger brother in Iraq, so he has been very helpful and said if I had any other questions to ask. He was the one that gave my wife and I the information on the estimated $20,000 and the web sights for the inventory.
