It might be better to find an employer that does not compel you to seek a financial justification for hiring you. Sounds like they don't get it. that is an HR hiring process red flag.

Hi Anders,
Many state governments subsidize businesses that hire veterans - I know the State of Connecticut does by supplying tax credits. Look for a Department of Economic and Community Development like this http://www.ct.gov/ecd/site/default.asp or contact your local state legislator.
