I have created a consulting business focused on solving human behavior challenges that some employees exhibit. It has been reported ( USA Today 17 Apr 12 ) that 60,000 military members or retirees owe 400 million in back taxes. I have a Human Resource software based solution that will prevent new employees from joining this list and will help resolve the challenge for those currently on the list. How do I find the key person or department who is charged with or responsible for solving this challenge, so I can pitch my product?

I'd start with any Diversity department who should be able to direct you on at least how to be a vendor and their usually connected to the HR department anyway. In Milwaukee try Johnson Controls, Manpower or Miller Brewing to explore
