Not sure about your question. I work work for UPS and from the the North Florida area. I will be in the Jacksonville area next weekend to visit family and friends. Let me know how I may be able to help you.
To tag on to what Harry has said, FedEx Ground is always looking for good business people to run their routes. You just need to call the local station in the city you are looking at. They have recruiters that can give you all the information you need to investigate the opportunity.

I think someone else already clarified this, but UPS does not sub-contract their routes the way Fedex does. However, our drivers receive excellent pay and benefits in addition to many opportunities for career advancement. UPS is also a very veteran-friendly company.

Unfortunately due to my military disability I can not perform such strenuous duty, this is why I am pursing higher education in Logistics to thrive in small business.
