I've been in Naval Aviation for 31yrs (26 USMC/ 5 Navy Civilian). Bottom line we do business in an antiquated fashion and I have worked out a solution what I need is software to develope a prototype.

Most solutions that are tractable in commercial markets will not make it into a military deployment context. The naval deployment environment is already crowded with existing software packages and they are very reticent to consider anything that does not integrate with what is already in the deployment pipeline.
The Naval Tactical Cloud for example already has specific affordances for big data and you wouldn't want to show up with a novel approach.
You should perhaps try to get hooked up with a program manager at the ONR.
A number of companies provide software to satisfy a variety of requirements and/or track to a solution with different degrees of tailoring. For the USMC to accept your approach, may depend on the size of the effort, its impact on the infrastructure (what antiquated baseline is being used and what would be the transition plan?), A company may help you with an engagement prototype if they see a connection to a customer that is in a position to commit to a solution. You can enter into a non-disclosure agreement and prior to that can examine a companies products on easily accessible web sites.
