I am looking to move into cyber security project management. I will likely have my PMP soon. After that is complete I will look to get certifications in CompTIA Sec + and Cisco CCNA.
What else do I need to do to look attractive to a cyber security company?
I live in the NYC area. What companies should I look at?

I suggest that you network at a target company or industry. Use LinkedIn to find people already working there and reach out to them. Ask them the process they used to get hired and ask them to help you navigate the hiring process and if they are willing, ask them to submit you as a referral. These activities require much more time on your part but in my opinion would greatly increase your chances for success. Good luck!
CISSP & CISM general PMP as you have already started and please link up with Andrew Barnes on LinkedIn or watch our career site there are internships and several openings geared toward bringing in military talent to Wells Fargo. You will notice many positions will say and/or military experience. www.wellsfargojobs.com/military
Thanks for your service and interest in the cyber community of work! :)

Look at https://careers.ibm.com/. IBM has a large & stable security division, MSS (Managed Security Services).
Have you already been working in cyber security, or just taking exams? I ask, because obtaining a CISSP would be impossible without 5 years of practical experience in 2 or more domains.
Don't let that discourage you though. Take a role that focuses on practical, hands-on security management. In the meantime, ensure you are familiar with the foundational aspects of any security posture such as system management, application stack, databases, networking, microservice frameworks, etc. Understanding how things work, is key to understanding how to make things break.
Cheers!
