Can anyone tell me the steps to moving from an IT Project Manager to Software Engineer?

Jamell; unless you have very solid coding skills and experience, I suggest that you target the non-coding aspects of the software engineering life cycle - such as up front business analysis and requirements, or back end testing, release management, deployment, and end user support. In my business area, coding is less than half the effort on a large software project.
Getting Agile experience as a Product Owner or Scrum Master would be useful as well.
