I have spent more than 20 yrs. in the military and the corporate world and have gain so much experience that my resume is 8 pages. How can I reduce a 8 page USAJOBS resume to a 2 page civilian resume to grab a recruiter attention.

I'd treat the USAJOBS resume and your civilian resume as 2 separate but related projects.
