I have not applied my degree in Civil Engineering to my military career but am interested in doing so for my next career. Can anyone assist with some of my basic questions?

Without more insight into your post BSCE experiences and any idea of your focused interests in CE, I can only offer some broad thoughts for starters.
I would suggest perusing both the National Council of Examiners for Engineering and Surveying (NCEES) and investigate the Fundamentals of Engineering credential for CE https://ncees.org/engineering/fe/ and the American Society of Civil Engineers to investigate additional certification/educational paths as well as a plethora of other resources. (links below)
Next, I would investigate the potential target industries that interest you and start to develop a transition plant to include an approach to networking. The Army Corps of Engineers comes to mind…

If I were you, I would try all the Electrical/Water/Gas utilities across the country. All of them love Civil engineers. Google every state and make a list - shot gun all with your resume. Good luck.
