I've been exploring the idea of becoming a consultant in leadership and management development. Throughout my career, I've been a part of a few organizations/councils that focused on Officer development and have helped guide and develop many Juinor Officers in my units. I have no idea how to translate this into hard-hitting bullets and even less of an idea of how to write a strong impact. I have a draft resume and would love to get some feedback on it.
I know there's an infinitesimally small chance of landing a job without a network. I've exhausted my small LinkedIn network and was put in contact with someone curently working there. Sadly, the introductory message was seen and ignored but, I'd still like to try.

Learning how to communicate and navigate in the virtual online the world can be difficult if you don’t know virtual tech algorithm language and how resumes are easily being filtered before it could reach a recruiter.
Networking is even tougher if a person is not used to operating on these platforms.

It sounds like you are interested in a position in a civilian HR (Human Resources formerly Personnel) department. Larger companies, like Twitter, would have a need for a career development person. Larger companies have larger HR departments, and therefore more varied HR positions and opportunities. The position you mentioned might also be filled from within the company, so you might consider a general HR position to begin with, and see what develops...if that would be an option for you.

You have some powerful tools in the PM field! Look into and start conducting some informational interviews with folks in PM in HR, their are many positions and people who could provide you with advice and ask them how the two fields blend. Have you thought of picking up a PMP, Syracuse University provides all the study material and testing free for veterans. I am attaching a couple of quick reads on career research and LI profiles. Now people are finding you as ScrumMaster, then not seeing the project management accomplishments. Keep in mind your TAG line is what you will be found under LinkedIn.
Again, TAG line concise to a career field, short summary of your qualifications, and accomplishments with #$% to accent value will keep recruiters reading. Remember that you are part of the 0.5% of Americans who serve their country. You are very well respected, but the chance civilians have been part of the 0.5% simply means they will not understand your language or experiences-without translation.
