I’d suggest that you network at the target company or industry. Use LinkedIn to find people already working there and reach out to them. Ask them the process they used to get hired and ask them to help you navigate the hiring process and if they are willing, ask them to submit you as a referral. These activities require much more time on your part but in my opinion would greatly increase your chances for success. Good luck!
Do you have a specific geography that you are looking for employment, if so where? I have some contacts with 3M but they are limited.

Take a look through LinkedIn for people who already work with 3M. I searched "Army 3M Texas" and found 2,300 people who share those things in common. Start by connecting with them and ask if they're willing to share a bit about what makes vets successful at 3M. Start a relationship and a learning journey.
Procurement/Supply Chain/Contracts has been my focus in industry and consulting for some 40 plus years.
Question: How serious are you?
Why limit yourself to a particular type of company?
Are you willing to start at the bottom and learn?
Design a resume emphasizing skills in negotiations/attention to detail/hard work/taking responsibility/ organized thinking/ skills in working with others, etc.
Then apply to more than 20, yes, more than 20 firms for a position in Purchasing/Supply Chain.
