I have a military commitment until May of 2021 and plan to transition to the Northeast upon completion, but am interested in taking advantage of Skill Bridge Programs or fellowships that start as early as January 2021. Given that most job postings will expire before then, I am looking to build my network in the Northeast, learn about potential opportunities for fellowships and employment, and get advice on how to strengthen my resume and chances of establishing a successful career in the region.

I think Gary and Jeff gave some great advice, but if I'm reading this right, you're still looking into a variety of opportunities. It might help if you try to find Career Primers to help you sift through what roles and industries you would enjoy. MBAmission.com has a variety related to business which can help focus your search.
Once you have an idea where you'd enjoy working, you can develop a better target list of companies and start networking with veterans and alumni close to where you want to be.

Building your network now, in advance of your actual move is a smart decision. I would encourage you to develop a list of target companies and then try to use LinkedIn to network with people at those companies. You could ask people at those companies for help to understand their companies hiring process, or ask people the process they used to land their job or maybe eventually ask someone to submit you as a referral for a job at their company. Networking can be a big advantage if you can dedicate some time and focus towards it. Good luck.
