I am currently still on active duty with aspirations to transition to the business world once my contract is up. I work in a civilian-heavy office and I am slated to PCS shortly and was wondering about obtaining letters of recommendation. If I still have a few years left on my enlistment will it still be beneficial to obtain letters of recommendation from my current manager and co-workers? I am just worried that the letters will seem dated once I begin the job hunt.

Recommendation of as-of now role and responsibilities, is always good. Recommendation can be letters, emails, certificates of achievement, LinkedIn recommendation etc. It always counts in future employment hunt.
While I am not sure of role and responsibility you are performing today but as a general advice, recommendation from supervisor, higher management/ranks in your department or your business client (who is getting directly/indirectly benefited by your work) will be good to have.
While there are no specific formats, it would be nice to have some sort of description (few lines to a letter) of what was done by you which calls for appreciation. e.g. If you have managed/contributed in a crisis management, few lines of crisis description, along with your role would be nice. If you have managed client's expectation by delivering solution within expected duration, type of work you performed and importance of having it (solution) delivered within time can be mentioned.
