Are there any remote government opportunities available?

Most federal agencies now implement a telework policy, but I have never come across a position that allows for 100% telework.

I have never come across a 100% telework government job. I say this not only as a federal employee, but also as the son of state government employees. The best you may get is a job that includes partial telework. I once had a government job that gradually transitioned from 0% telework to 80% telework after a few years of in-office work and training.
If you really want to work from home (or need to because you live in a remote area) you may want to consider looking at private sector jobs or jobs with government contractors who want their people to work from home. In all likelihood you will still have to come into an office at some point every week or month, so keep that in mind and be flexible!
I also see from your profile that you are working on creating your own virtual assistance company that provides day to day administrative and office needs. Remember that there are laws against working on a side job during working hours if you are a federal employee. If you are working from home for yourself and for the federal government it may be harder to ensure that you don't accidentally violate those rules.
