Anyone in the Portlan, OR area willing to hire a guy like me for entry level IT security work? Seems like every job I apply for wants a lot of experience as well as the degree.

Finding an IT staffing agency should be a good avenue to pursue. They'll help line you up with a job that meets your goals and qualifications. Be sure to apply through different agencies so you can find a recruiter who works as hard at finding you a job as you do.
If you find a job that's looking for 1-3 years experience, you might be able to get away with applying for it. You'll need to be able to demonstrate how your strengths can offset the lack of experience, and your years of experience in the military should help mitigate that issue.
Often these companies oversell the requirements of a job, and I can't recall a job I got where I matched 100% of the qualifications. Generally I'd just submit my resume anyway and leave it up to them to say no.
