Any advice on finding a role in defense based on conducting research and forming partnerships?

Dear ACP Mentors and Fellow Veterans,

I have been working as a systems engineer for a small defense contractor. I also am finishing up my PhD in a computer science field and I have a master’s degree in library science. As a systems engineer, I work on technical projects and also write technical proposals. The technical work is interesting; however, I find that my interests and strengths rest on researching available opportunities for the company to pursue, reaching out to and communicating with program managers to learn of their needs, identifying competitors as well as potential partners, and forming partnerships between the small business and university researchers. If my role could focus on these things, then I feel I would be fulfilled and highly successful.

Does anyone have advice about finding a role that matches my strengths and interests?

On a side note, I am also looking for a role that does not entail a lot of travel due to family commitments. I am also based in Philly.
