I echo the previous answers.
My additional thoughts would be that you need to answer the question "Why do you want to pursue this?" clearly. Show how the work you have done motivates this goal. You probably have worked on systems that could be improved by the application of Machine Learning. Give some examples.
Also, you said "Computer & Electrical Engineering to Focus on Machine Learning ".
EE is pretty different from Machine Learning. Which one do you want? You should be clear.

As a mechanical engineer (vs. EE or CE), I wish I had more to add than just the following.
At a high level, given 1) you have an undergraduate degree in engineering, and 2) were involved in very technical work in your military career, I suspect you will be a very strong candidate for an engineering masters degree. The former shows you have the aptitude for the field, and the latter shows you know how to put it into practice.
I bet these will help your application stand out and rise to the top for whatever program you choose to pursue.
