A strong resume is the cornerstone to your search. It should include your competencies, skills, experience, etc. From that, you can apply, interview, and network.

You need to watch your spelling. One incorrectly-spelled word in a letter or resume or online representation can doom you. You have been spelling, "hiring" as "hireing."
Have someone with flawless English skills look over anything you post or send in.

Having transitioned out of the military, Navy, after 6 years, I would encourage you to seek out others on LinkedIn who have the background your looking to pursue and reach out to them for a "informational" interview , 5mins approx where you ask them to share their ideas on how they enjoy the occupation your pursuing.
You'll find that when asking their advice their usually open to helping as your not directly asking for a job and often if you hit it off sometimes they'll ask if your actually looking and then go from there!
