I'm considering attending an upcoming festival to pitch a pilot but, I've been told it's not recognized in the industry that deals are not made that way. Please shed light on the topic.

I recommend enrolling in Shonda Rimes masterclass on writing and pitching your tv pilot. Masterclass.com
Lashunda - I've pitched my startup idea at no-cost pitch festivals. Outside of judges, most are there to pitch their own ideas instead of looking for a job. Many are trying to escape their 9-to-5s, not find a new one to work for. If the festival is large enough, you might find candidates in the audience.
Have you considered https://angel.co/? You can post a job for free. Many folks looking to work for a startup use this site to find their next gig. Or if you are looking for a co-founder, try http://founderdating.com/.
If you are referring to pitching your TV pilot, I'm not sure this would be the venue for it.
Hope this helps.
For the most part, such events are designed to take your money. However, the festival should publish a list of the "execs/talent searchers" who will be in attendance. You should research each of them, and see what talent they have discovered in the past.
