There are two fields that may suit you well.

The two career fields are not well advertised; yet, are high in demand. The two places I would consider looking for a specific company are as follows:
1. Indeed, Monster, Linked-in, and other job search sites: Hospitals that have corporate in house IT and marketing development post their positions in the aforementioned sites. I would recommend indeed.com, as many healthcare HR departments get good pre-qualified leads for out of town people.
2. Hospital and State/Federal Job boards: USA Jobs, Clearance Jobs, and Hospital/ Hospital Network specific job boards have an external hire section that usually has a bevy of IT positions posted... as they usually cannot fill these positions with an internal hire.
If you are looking into going into IT health promotion/marketing, and/or app development on your own; I would recommend starting with larger IT/APP development companies that will get your foot in the door,e.g. Cerner, EPIC health, MHS Genesis, Cisco, etc.. If you are looking for healthy lifestyle promotion and IT, it may be wise to start with a marketing firm that manages contracts for smaller urgent care, non-profit state initiatives, and local city, school IT/web site development. Those positions are found on state and city job boards and network development/employment with city/state departments of health.
The IT healthcare field is enormous. The biggest hurdle is getting your foot into the door. If you were a CPO in USN; I believe that qualifies you to be at least a project manager or division manager. If you are not looking for management and want to be an individual contributor, it may put you at a lower pay level; however, that would be a developmental position that would allow an organization good reasoning to place you into certification classes and future positions that require knowledge of leadership and new tech and trends.
