I don't have any problems providing feedback on co-worker's resumes that I have been asked to proofread and critique but when it comes to my own I am stuck. I feel like it's just a big conglomeration of FITREP bullets but I don't know how to fix it. I also am not sure how indicate that I served in the same position twice - my current position and once before '07-'10. Thank you for any feedback you can provide.

Hi Chad,
First and foremost, thank you for your service. Resume building can certainly be daunting. I’d recommend taking a look at the resources below for military skills translation:

https://www.resumeengine.org/#/
https://www.military.com/veteran-jobs/career-advice/resume-writing/translating-military-skills-into-resume.html

You can also find some helpful resume templates here:
Last but certainly not least, feel free to connect with any number of advisors and fellow veterans on our Community page for more industry-specific feedback. You can search for individuals to connect with based on area of area of expertise, years of experience, zip code, or military branch. These advisors are very well equipped to answer your question and give more direct insight as to what their company or organization looks for in a resume.
I hope these tools are useful. Thank you again for your service and for reaching out to ACP!
All the best,
Caitlin

I can look it over if you like.
I've also written an article on resumes with general feedback that I give; hopefully it'll be helpful: https://acp-advisornet.org/articles/326/resume-cover-letter-multi-talented-individual
