I am looking to develop housing. To help women get back on their feet, and take control of their lives. Help pregnant teens, be able to know how to get jobs, go to school. I have drafted up the program. I will need to buy land, and build what I need to complete this. I would want funding from the state to house these individuals.

Where do you want to do this? How many other non-profits are doing this? I know a couple of local, national and regional organization attacking this issue. Are you looking to start or work in a non-profit or for profit manner? Will this be a full time job or side gig? Is this your passion and what you want to do for a short period of time or for a long time?
How many organizations and professionals do you know making an impact on or in the communities you highlighted in your post?

I suggest that you contact your local SCORE Chapter and talk with a mentor. www.score.org. There are some federal programs that are available, and state programs vary by state and sometimes by counties. Having a local mentor will allow him or her to help you with information that is correct for you in your city.
You may want to look into creating a not for profit as there are more grants available in that market space than in the for profit world. A not for profit does not mean that you can't make money. Ask your mentor for more information about how that would work. Also, ask about HUB zones in your locale as they can be helpful in qualifying for government grants.
