Okay, so I will be moving to California during the summer of 2018. I've started looking for jobs but I've applied to none. When exactly should I start applying to jobs? I have more questions but I feel the most important one is when do I apply.

You have gotten some very good advice. I would add one thing. Can you establish an address local to the geographic area where you wish to work? Hiring managers get hundreds even thousands of resumes for open positions. To do their job well they are looking for ways to filter the applicants. One way is to consider only candidates who are local. When I was in business
this was standard practice for myself and fellow managers. If you can establish a local address you have a much better chance of being considered as a candidate for open jobs.

Greetings fellow Vet! I have been in Human Resources and Recruiting for many years. In response to your question about timing . . . . it has been my experience that, more often than not, a manager has a sudden vacancy and s/he wants, "it filled now." Thus, the short answer to your question of "when," is: close to the time that you are available.
Your Summary statement in your resume and cover letter should say that you are both " . . . immediately available for . . . . " and make reference to where. Thus, "immediately available for an entry level position in accounting - in the San Diego vicinity."
With that, you have answered two important questions for the recruiter - "When is this candidate available and is s/he interested in working where I have the position available?"

All answers are pretty good, but a lot of it really it depends on when you can be definite about your move and availability date. I work with Veterans for employment and have extended by reach as far as California. I can assist you by referring you to some open positions I may have through my employer network. 1. Based on my current experience and me simply wanting to find a job I'm looking for an executive assistant position. Ideally I would like a position in event management or project management but because I've been in my current potion for three years now I'm assuming it's going to be harder to find something like that.
2. I will be locating to what they call the Inland Empire. It's not well known. Think of San Bernardino Country (Ontario, Victorville, Highlands)
