Evelyn,
It looks like you are at the beginning of your occupational research. Meeting with a career counselor would be helpful. Consider checking with local universities to see if they have reciprocity with UCSD, if UCSD doesn't have virtual counseling available.

That mentioned here's the basics:
Petersons.com is a resource to compare programs and has lots of information about graduate programs and application.
Google professional associations librarian and you will find state and national organizations where you can find a lot of great information about programs and application as well as job posting.
All professional associations have LinkedIn Groups; these are free to join and great for networking to ask your questions. LI also has jobs for students and recent grads.

Long time ago when I was trying to decide on a major, I wanted to be a cultural anthropologist or a librarian. I researched both career fields and learned that both career fields require a Phd degree to get a decent job, and a librarianship is a dying profession. As a result, I changed my major and career fields to accounting and finance and found out that I excel at and enjoy finance work.

Unless you have a lot of money/want to incur a huge debt to get a Phd degree and get a low-paying job as a librarian, if at all, or as a hobby, I strongly recommend you reconsider your post-military career goal/desire.

In other words, please research on-line what is required to become a librarian and find out about (dismal) prospects of a librarian job. Sorry, if my words were little harsh, but that's exactly what I found out and caused me to change my major and career fields accordingly, and I am glad I did.

Research, research, research, research on-line.

I do not know about the income expectations nor any opportunities in your field. However, the cost of living in San Diego is very high: Housing costs particularly. Seems to me that your best bet might be to find employment in a less costly part of the country. Good luck.
