Does the VOW Act restrict AD applicants to 120 days prior to DOS?

My DOS is August 2016. I am currently looking at USAJobs and want to start applying for positions as I have heard it can take upwards of 6 months from announcement closing to final offer/employment.

I have been told by multiple agency HR folks that AD military must submit the "Certification of Service" in lieu of the DD214. The certificate has to be signed by the commander no earlier than 120 days prior to separation. They have indicated that if the certificate is not within that time frame or not submitted altogether then the applicant will be found ineligible. I asked if an AD military member could forgo their vet preference (5 points) and apply before the 120 day window. The HR folks indicated that if they find out I applied like that while on active duty I would be found ineligible.

Anyone have experience with this and is the VOW act pigeon holing AD military to apply only as early as 120 prior to DOS? Does this restriction all but eliminate the possibility of securing employment before separation?

1) you can receive a letter from your commander in lieu of the DD214, but make sure that if they make the decision the day after the closing date you can start. many positions take for ever, some are done with in days of closing, based upon the hiring authority and the need for the slotted person. 2) your veteran preference would just be the TP level with the letter, any disabilities will need to documented by the VA after your discharge and if you have the determination letter from the VA, after discharge then you can submit for higher lever veteran preference. Each position is difference, I would practice on a couple that may be less important, to make sure you qualify-it does not matter you veteran preference status if you do not qualify for the position. That takes practice. See if your base if offering any USAJobs workshops, take one or two. Thanks for your service and good luck.

Elias...it depends on which government agency you are applying and dependent upon the information you presented to them during the application process. I have applied to positions, been referred and had interview(s). I applied for positions with other agencies and have received notices informing me that I was not eligible because I was not within the 120 window from the closing date of the announcement. I will say that I presented them different documents and I think I know why I interviewed for some and was ineligible for others.

Elias - businesses hire people with start dates within a couple of weeks of the hiring decision. Save some money and take a week or two vacation after your termination. Don't be in such a hurry, enjoy your time left in the military.

Trying to find employment 9 months out is not fruitful. Your DD214 will go much further than you think. Relax and enjoy the ride. JG
