Is an HR position overseas that could be filled with GS5/6 or 7. I fulfill all requirements for all. 6 years military HR experience and BSBA in management and almost done with a HR certification. Manager said that if selected the offer most likely be a GS6. I will have to comute an hour to and from work. The job is perfect to start with but I need more or less $40K which is a GS6 step 10. GS6 starts at almost $32K. I think the manager won't go GS7 so I won't leave in a year for a GS9. In the interview it was said the office is understaff at the moment and many are new with make me believe the was a wave of rotations or firings. The manager is new and seem down to earth and fair, but also like there is a budget agenda. I am getting a full paycheck until May and some savings to cover bills for another 9 months after that.

I would say that it depends on how many jobs are available in your field and in your area. It does seem like low pay for your qualifications, but getting into an agency is a big step. You can accept the promotion and continue to look for opportunities to advance.

You can have your grade/step reviewed. You just do it withing a certain period of time depending on the agency. There is a formula based on your relevant experience and education but you have to ask for the review. Ask your HR POC (I asked the POC I had when I was going through the process with DOS. Don't wait! Don't be afraid to ask, either. You're not asking for a hand-out, you're just asking that your background be accurately considered.

Carlos, in general, if such an advice can be given, I'd say not to take any detrimental steps, financial or otherwise. A 35% reduction in pay doesn't sound like the job qualifies for your skills and abilities. However, the managers can always find more money to pay for the candidates they want.
Any negotiation steps that you take to reach a next GS level (not even sure that you can negotiate that), must be in writing... however, even then, if they don't come through, there's no way to enforce it. Don't take any promises. They never materialize.
