If you have or plan to have about 2 years of post-secondary credit, check out the CyberCorps (https://www.sfs.opm.gov), a new program offering great scholarship support to complete a degree in cybersecurity.
Another avenue is to contact some of the increasing number of law firms with practices in privacy and data protection (for instance, Cooley LLP - http://www.cooley.com/privacy) and work your way into a paralegal position. This is a fast growing area of law. Good luck!

There are many ways to break into information security and privacy. Typically, experience is required for higher paying jobs, but with demand as high as it is, there are multiple avenues into the field.
What is your background so far? Usually building on experience is easier than starting anew.
